POSITION RESPONSIBILITIES

 


Manage the input and system maintenance of accurate Export Control Classification Number (ECCN) and Harmonized Tariff Schedule (HTS) classification as set forth by U.S. Customs regulations.

Ensure Uline products meet Mexican Official Standards (NOMs).

Provide guidance to Uline staff on trade compliance.

Manage import / export licenses and approvals from U.S. and foreign regulatory agencies.

Oversee associated record keeping.


 

MINIMUM REQUIREMENTS

 


Bachelor’s degree.

3 - 5 years experience.

Direct experience in clearance of imports to the U.S. (custom brokerage, interactions with import brokers and / or U.S. Customs and Border Protection)

Direct experience with export shipments from the U.S.

Experience with Mexican Official Standards (NOMs).

Technical expertise with the Export Administration Regulations (EAR), U.S. import regulations, and Foreign Corrupt Practices Act (FCPA).

Prior understanding of NAFTA.

Strong process and technical knowledge.

Excellent interpersonal, oral and written communication skills.

Internal Job Description : 

This position is responsible for the development and management of import operations within a branch location or region. Implements all established procedures relating to import activities. Maintains service performance levels and works within the international forwarding budget. Works with sales in the development of new business. Leads an operational team in accomplishing the company goals. This position will have direct responsibility for the success and growth of a specific market and develops strong internal and external relationships at all levels in order to be responsive to changing customer requirements. Leads the Import department in all operational disciplines and ensure operational excellence, high productivity and customer satisfaction.

DUTIES & RESPONSIBILITIES
1. Responsible for day-to-day operations relating to the handling of international freight.
2. Coordinate and prioritize the movement of import freight by service commitment and revenue gain.
3. Perform all required freight functions in support of overall SLI international requirements.
4. Stay abreast of advances and changes in the transportation and logistics industries as well as general business developments.
5. Ensure that team members have the necessary tools/resources to achieve assigned tasks in a quality/efficient manner.
6. Timely reporting and compliance with deadlines.
7. Monitor/Handle administrative functions, such as broker statistics and error/reject reports.
8. Prepare and send New Hire and termination letters to US Customs.
9. Prepare and maintain a Budget.
10. Send the annual statement to importers on optional duty payment method per 111.29 (b)USCR.
11. Current list of employee names, addresses and social security numbers submitted to US Customs.
12. Visit principal customers regularly and accompany sales staff on visits, when needed.
13. Responsible for the import accounts receivables. Ensure timely payment of all outstanding invoices due SLI. Work with accounts receivable department to avoid customer delinquency.
14. Pay annual user fee with copy of receipt to Customs & Import Compliance.
15. Monitor and update department staff and fellow department heads on market trends/requirements and rate changes.
16. Assure proper information flow with sales on changes and or problems with external customers.
17. Ensure proper training and education of the department staff. Foster cross training within the department.
18. Monitor workload of staff and adjust accordingly to ensure productivity goals are met.
19. Evaluate staff performance on a regular basis and annually evaluate based on KPI’s and metrics.
20. Interview new staff members and recommend candidates for hire to upper management.
21. Monitor traffic and cost budget compliance and advise management of any deviation.
22. Hold monthly meetings with department staff.
23. Display broker permit and license as required.
24. Monitor ABI statistics on a monthly basis and discuss reject ratio and reasons with department staff.
25. 20-25% travel required




 Requirements1. Bachelor’s degree required. Major course of study in logistics, transportation, international or business preferred.
2. US Customs Broker License required.
3. 5-10 years of international transportation operation experience, and warehousing and air or ocean carrier experience desirable.
4. International travel experience and overseas business experience.
5. Comfortable working with individuals with difference languages and cultures.

Job Summary

Responsible for ensuring Walgreens adherence to US Customs’ laws and regulations as it relates to the importation of merchandise, including, but not limited to entry documentation, audit, over/under report, assisting with HTS classifications and record keeping maintenance.
Responsible for engaging in Walgreens’ Import Customs Compliance Program for import purchases from international origins to Company distribution centers and public warehouses located throughout the US by adhering to the department or company policies and procedures.

Job Responsibilities

    * Reviews and reconciles completed Customs Entry packets (such as 7501, 3461 and other government agency Release, Commercial Invoice, Packing List, Certificate of Origin/Compliance, Bill of Lading and any other required documentation) to ensure the proper filing of Walgreens entry information. Maintains a log showing the results and initiates any reconciliation.
    * Performs  HTS classification of product being imported by Walgreens using one or more of the following US Government endorsed resources:
      • General Rules of Interpretation (GRI’s)
      • Harmonized Tariff’s Schedule of the US (HTSUS)
      • Explanatory Notes
      • CROSS – Customs Binding Rulings Database
      • Informed Compliance Publications
      • Federal Register
      • Web-based Import Customs and Compliance resources
      • Reasonable Care / Self-Assessment Guidelines
      • Other recognized trade related resources
    * Analyzes Over/Under Receiving Report and creates log for duty payment purposes. Assists with preparation of additional payment to US Customs
    * Reviews and reconciles customhouse broker invoices, such as broker’s invoice, for entry fee, charges for additional transportation, other government agencies (OGA) and intensive exam. Verifies that rates provided are accurate.
    * Provides Customs brokerage for the required information, such as product description, material composition, value content, manufacturer/factory information, county of origin, etc., which is required for each individual item/commodity being imported by Walgreens to ensure the data is properly transmitted and all required releases have been obtained.
    * Maintains customs Entry and Customs Compliance Records per the guidelines of US Customs’ record keeping requirements.
    * Evaluates product information on the Import Offer Sheet to determine if additional information is required or if sufficient detail has been produced to complete the Import Customs and Compliance Team’s review.
    * Prepares and submits  responses to CFs8’s (Request for Information), CF29’s (Notice of Action) and/or other written or oral US Customs inquiries as they relate to Walgreens; all post entry reconciliation; in the development of queries and reports from internal and external resources to monitor and measure import activity and Import Customs and Compliance Key Performance Indicators (KPI’s)

Scrutinize entry documentation to ensure timely customs clearance.

Maintain master parts list.

Classify products using the Harmonized Tariff Schedule of the United States (HTSUS) according to General Rules of Interpretation (GRI's), Binding Rulings, Explanatory Notes, Informed Compliance Publications, Reasonable Care Guides, and other established customs information.

Review the activities of international carriers, consolidators, customs brokers, and freight forwarders to meet all compliance and regulatory requirements.

Research customs rulings for application to Fellowes products.

Respond to inquiries regarding classification, duty rates, documentation requirements, or other import regulation to ensure timely clearance.

Prepare and collect NAFTA certificates.

Assist in developing and maintaining policies, procedures, and instruction manual to assure compliance with U.S. and other Customs laws, regulations and administrative practices.

Identify new procedures and methods to expedite clearance of import shipments, delivery to the customer, and cost savings plans for the efficient and compliant operation of the import department.

Provide training for internal Fellowes associates on best practices while providing consulting on design elements.


 Requirements

Qualifications: 

 


Education/Experience - Bachelor's degree and/or 3 to 5 years experience. CHB license preferred.


 

Skills/Abilities:

 


Proven ability to perform classification and entry pack audits.

Knowledge of component parts and finished good classification.

Experienced with NAFTA process and certificates.

Past experience processing assists.

Solid knowledge and understanding of global customs laws and regulations.

Strong PC skills; Oracle experience a plus.
