This position is responsible for the development and management of import operations within a branch location or region. Implements all established procedures relating to import activities. Maintains service performance levels and works within the international forwarding budget. Works with sales in the development of new business. Leads an operational team in accomplishing the company goals. This position will have direct responsibility for the success and growth of a specific market and develops strong internal and external relationships at all levels in order to be responsive to changing customer requirements. Leads the Import department in all operational disciplines and ensure operational excellence, high productivity and customer satisfaction.

DUTIES & RESPONSIBILITIES
1. Responsible for day-to-day operations relating to the handling of international freight.
2. Coordinate and prioritize the movement of import freight by service commitment and revenue gain.
3. Perform all required freight functions in support of overall SLI international requirements.
4. Stay abreast of advances and changes in the transportation and logistics industries as well as general business developments.
5. Ensure that team members have the necessary tools/resources to achieve assigned tasks in a quality/efficient manner.
6. Timely reporting and compliance with deadlines.
7. Monitor/Handle administrative functions, such as broker statistics and error/reject reports.
8. Prepare and send New Hire and termination letters to US Customs.
9. Prepare and maintain a Budget.
10. Send the annual statement to importers on optional duty payment method per 111.29 (b)USCR.
11. Current list of employee names, addresses and social security numbers submitted to US Customs.
12. Visit principal customers regularly and accompany sales staff on visits, when needed.
13. Responsible for the import accounts receivables. Ensure timely payment of all outstanding invoices due SLI. Work with accounts receivable department to avoid customer delinquency.
14. Pay annual user fee with copy of receipt to Customs & Import Compliance.
15. Monitor and update department staff and fellow department heads on market trends/requirements and rate changes.
16. Assure proper information flow with sales on changes and or problems with external customers.
17. Ensure proper training and education of the department staff. Foster cross training within the department.
18. Monitor workload of staff and adjust accordingly to ensure productivity goals are met.
19. Evaluate staff performance on a regular basis and annually evaluate based on KPI’s and metrics.
20. Interview new staff members and recommend candidates for hire to upper management.
21. Monitor traffic and cost budget compliance and advise management of any deviation.
22. Hold monthly meetings with department staff.
23. Display broker permit and license as required.
24. Monitor ABI statistics on a monthly basis and discuss reject ratio and reasons with department staff.
25. 20-25% travel required




 Requirements1. Bachelor’s degree required. Major course of study in logistics, transportation, international or business preferred.
2. US Customs Broker License required.
3. 5-10 years of international transportation operation experience, and warehousing and air or ocean carrier experience desirable.
4. International travel experience and overseas business experience.
5. Comfortable working with individuals with difference languages and cultures.

Cook County is currently looking for a Supervisor of Quality Assurance and Professional Standards to work in the JTDC Facility. Under the direction of the Superintendent or assigned Deputy, this position is responsible for ensuring the development and distribution of facility policies and procedures consistent with applicable state and local regulations as well as recognized national standards for the operation of juvenile detention facilities.  The Supervisor of Quality Assurance and Professional Standards is also responsible for the development and implementation of a comprehensive Quality Assurance and Improvement Program for the JTDC that will monitor and report on the performance and effectiveness of facility operations, programs, and personnel. In addition, the Supervisor of Quality Assurance and Professional Standards provides supervision and direction to assigned staff. 
 
This position is responsible for, but not limited to, the following duties:


Monitors and reports on the status in following areas: 1) Compliance with the Memorandum of Agreement (MOA) and the Modified Implementation Plan (MIP); 2) Compliance with Illinois Juvenile Detention Standards (IJDS); 3) Performance of JTDC Departments, Centers, Divisions on specific identified goals, objectives and outcome measures; 4) Employee compliance with JTDC Policies and Procedures; and 5) Performance and achievement of specific outcome measures by contract agencies who provide services to the JTDC.
Prepares and submits quarterly and annual quality assurance status reports to the Superintendent
Participates in JTDC Administrative Meetings as scheduled by the Superintendent.
Conducts training on the Quality Assurance and Improvement Program for JTDC personnel and contract providers.
Develops, implements, and fully utilizes a comprehensive management information system for use in the Quality Assurance and Improvement Program (QAIP).
Develops comprehensive performance standards and outcome measures for the QAIP.
Conducts and documents quarterly climate and safety surveys with JTDC personnel, social climate and safety surveys with JTDC residents, and monthly facility inspections.
Develops and maintains current comprehensive policies and procedures governing the operation of the facility as outlined in the JTDC Policy and Procedure Manual.
Ensures that the JTDC Policy and Procedure Manual and subsequent individual revised policies and procedures are distributed or readily accessible to JTDC personnel or authorized contract personnel.
Conducts or ensures a review is conducted of the JTDC Policy and Procedure Manual on an annual basis, revising as necessary.
Reviews JTDC Incident Reports and follows up on areas of concern as needed.
Maintains awareness of applicable standards, statutes, and case law that may impact the operation of juvenile detention facilities.
Performs other duties as assigned.

Works in all phases of applications, system analysis, and programming activities. Has technical knowledge of all phases of applications system analysis, and programming. Requires strong skills in Visual Basic, ASP, C# and .NET in a Windows environment. Possess skills in SQL and relational databases, application of business logic, and knowledge of multi-tier architectures. 3 years Web development experience in a SQL and/or Oracle database environment.

The Contracting Specialist is designated as a Senior Level Contracting Officer authorized to execute, award and administer, and terminate contracts and purchase agreements of an unlimited dollar amount per transaction for VISN 7. The Contracting Specialist is responsible for activities associated with acquisition and planning, pre-award, administrative and reporting functions. The Contracting Specialist aids program personnel in defining requirements, writing specifications and statements of work, and developing the time schedule for the acquisition. Contracting Specialist will employ the following types of contracts: fixed price supply, service, and construction or architect engineer. In sealed bid solicitations, the specialist conducts the public bid opening. The Contracting Specialist must lead pre-award investigations of offeror responsibility, inspections of facilities or pre-award testing requirements. Reviews, evaluates and negotiates all cost proposals and prospective cost estimates and determines the necessity and reasonableness of proposed cost. Contracting Specialist assists the Network Contracting Activity (NCA) Team leaders to coordinate contracting activities, performs review and provides guidance of complex contracts administered by other Contracting Officers, identifies special training needs, and conducts mentoring and contract training in conjunction with the NCA Team Leaders and Network Acquisition Manager. Administrative and reporting requirements include expansion and maintenance of solicitation mailing list applications, with annotation in support of procurement preference programs.
